    Abstract:

Applications: MOTHER is a Mobile based Personalized Alert System for beneficiaries of public health services. Utility of the application is to deliver Mobile based personalized alerts in regional languages. It serves as a versatile communication module to schedule and send timely and personalized m-alerts to beneficiaries of schemes or programmes to improve access of services. It is a cost effective and target audience specific service delivery model with no requirement of special hardware, software or user capacities.
Advantages: 1. Automated delivery of personalized alerts in regional languages to the mobiles of beneficiaries through multiple modes – Voice calls, SMS, App notification. 2. Centralized framework application that supports utility by multiple states /services 3. Customizable by user agencies through a easy-to -use user interface to suit various programmatic requirements.

However, this was never easy or straightforward for, among other reasons, there was no ready source of information of what facility was available and where. Thanks to the Web, it is much easier today to have a national and regional “inventory of resources”, so as to match users with the resources they need, and to do all this in an efficient and transparent manner.

This can lead to a leap in R&D productivity and greatly enhance the effectiveness of public investment. This is the motivation behind I-STEM.
