Smart cities are looking for innovative technology to manage the demand of an exponentially growing population in cities to bring in efficiency and optimization for providing a better living environment to its inhabitants. Integrated Command and Control Centre platform helps cities by transforming to real time data driven decision or policy making with better situational awareness as compared to traditional departmental approach of city administration. It also reduces the complexity of dealing with multiple systems or applications in different technologies using different platforms by integrating them to a common platform to leverage the intelligence for making quick and transparent decisions. C-DAC Chennai has developed Software for Command Control Centre (Dashboard and Middleware) for integration of heterogeneous services or applications and visualize in single Dashboard. Middleware Framework uses Publish or Subscribe model for data communication or exchange among heterogeneous applications. It has been demonstrated as PoCs with Greater Chennai Corporation integrating six municipal services. Currently looking for collaborations with system integrator to commercialize and go to market

    Abstract:

Applications: In a Smart City, Command and Control Centre software can be used for integration of following heterogeneous services or applications and visualize in single Dashboard (a) Disaster Management (b) Smart Water Management (c) Video Analytics and City Surveillance (d) Smart Utilities (e) Integrated Traffic Management System (f) Smart Parking (g) Smart Waste Management (h) City Wide Air Quality Monitoring (i) Smart Waste Management
Advantages: This software helps (a) to manage the demand of an exponentially growing population in cities to bring in efficiency and optimization for providing a better living environment to its inhabitants. (b) cities by transforming to real time data driven decision or policy making with better situational awareness enables quick and transparent decision making for city administrators Middleware is based on Data Distribution Service Architecture. It is easy to integrate heterogeneous applications using Publish or subscribe model. Distributed nature of middleware decouples the applications by time, location and space. Rich set of QoS policy of Data Distribution Service makes the system reliable and fault tolerant. If one application goes down, it will not affect other applications and components of ICCC. Whenever any application comes up after any crash, it can automatically get the data communicated during the shutdown period.

However, this was never easy or straightforward for, among other reasons, there was no ready source of information of what facility was available and where. Thanks to the Web, it is much easier today to have a national and regional “inventory of resources”, so as to match users with the resources they need, and to do all this in an efficient and transparent manner.

This can lead to a leap in R&D productivity and greatly enhance the effectiveness of public investment. This is the motivation behind I-STEM.
